What is the Code of Practice
The Tertiary and International Learners Code of Practice makes sure that tertiary and international learners enrolled with New Zealand education providers are safe and supported.
The overall purpose of the Code is for providers to develop a system of supports for the wellbeing and safety of all international learners and domestic tertiary students. It sets out roles and responsibilities for education providers in supporting student wellbeing, development and educational achievement.
The Tertiary and International Learners Code of Practice – NZQA
All tertiary education providers as well as any schools enrolling international students must become signatories to the Code.
The Code covers:
learner wellbeing and safety, including in student accommodation
physical and mental health
making sure learning environments are safe and accessible, including support for Māori, Pacific and disabled learners, and
responding to the distinct needs of international learners.
The Code is issued by the Minister of Education under Section 534 of the Education and Training Act 2020.

Which education providers are covered by the Code
The Code applies to:
universities
polytechnics
Te Pūkenga subsidiaries
wānanga
private tertiary education providers, including those who own or arrange student accommodation services
schools enrolling international students.
New Zealand Qualifications Authority (NZQA) administers the Code
As the Code administrator, NZQA is responsible for monitoring and supporting signatories to the Code. NZQA helps providers to apply the Code in their setting and meet their obligations to learners. The Code administrator’s current functions are outlined in the Education and Training Act 2020.
