From December 7 to 9, the 2023 World Chinese Language Conference was held in Beijing. Ding Xuexiang, member of the Standing Committee of the Political Bureau of the CPC Central Committee and Vice Premier of the State Council, attended the conference and delivered a keynote speech. Huai Jinpeng, Minister of Education and Academician of the Chinese Academy of Sciences, presided over the plenary meeting. Lu Chunlong, Vice President of China University of Political Science and Law (CUPL), led the CUPL delegation to the event.
The conference was organized by the Ministry of Education and co-hosted by the Center for Language Education and Cooperation (CLEC), the Chinese International Education Foundation, and the International Society for Chinese Language Teaching. About 2,000 delegates from over 160 countries, including heads and representatives from governments, education authorities, international organizations, international language and cultural institutions, universities as well as leading Chinese language educators, sinologists, foreign diplomatic envoys in China, and representatives of Chinese language education institutions and enterprises, attended the conference.
After the main forum, CUPL Vice President Lu Chunlong engaged in discussions with key figures, including Co-Director Lina Davitt and Chinese Co-Director Xu Dan from the Confucius Institute at Bangor University (CI at BU), as well as Co-Director Luminița Bălan and Chinese Co-Director Zhou Jialei from the Confucius Institute at the University of Bucharest (CI at UB). Vice President Lu Chunlong commended the dedication of the Co-Directors to international Chinese education and the development of Confucius Institutes, expressing hopes for their greater role in promoting the localization of Chinese language education and deepening language exchanges and cooperation between China and overseas countries.

During the conference, CI at UB was honored with the title of "Excellent Test Center of International Chinese Language Test (HSK)" in 2023 at the International Chinese Language Test Center Session. Co-Director Luminița Bălan delivered speeches at the opening ceremony of the Academic Annual Meeting of the International Society for Chinese Language Teaching and the Foreign Language Policies and Chinese Learning Demand Forum. She also participated in an interview with the People's Daily (Overseas Edition).
