Fifth Council Meeting of the Mainland-Hong Kong-Macao Legal Education Alliance Held Successfully

On the afternoon of December 6, the 5th Council of Mainland-Hong Kong-Macao Legal Education Alliance (hereafter the “Alliance”) was held at the University of Macao. Ma Huaide, President of China University of Political Science and Law (CUPL), attended the meeting. Other attendees included Wang Jianyuan, Deputy Director, and Pan Baoliang, Division Chief, both from the Legal Department of the Liaison Office of the Central People's Government (LOCPG) in the Hong Kong Special Administrative Region (SAR); Bie Zhi, Director, and Wu Jun, Deputy Director, from the Research Office of the National People’s Congress Standing Committee, Hong Kong and Macao Basic Law Committee; and Zhang Jing, a level I Division Rank Official from the Office of Hong Kong, Macao, and Taiwan Affairs of the Ministry of Education. A total of 37 representatives from 18 Alliance members, including two new members, participated in the meeting. Li Juqian, Director of the Office of Hong Kong, Macao, and Taiwan Affairs and Director of the Hong Kong, Macao, and Taiwan Education Center at CUPL, presided over the event.

During the meeting, Ma Huaide delivered the Alliance’s annual work summary on behalf of the Secretariat. He highlighted key initiatives, including the “Summer Mainland Internship Programme for Hong Kong and Macao Students of Law”, a flagship program held in June 2024, and the funding allocations for the 2024 “Huang Tingfang Law Scholarship”. He noted that the past two years have been a period of recovery and development amidst new environmental and operational challenges. Despite these changes, Alliance members have consistently demonstrated a strong sense of responsibility and mission, leveraging their strengths in legal education to advance the field. He expressed his hope that members would continue to embody the spirit of solidarity, collaboration, accountability, and innovation to drive the Alliance to new heights.

The meeting also approved the membership applications of Zhejiang University (ZJU), Southwest University of Political Science and Law (SWUPL), and Gansu University of Political Science and Law (GUPSL). Zheng Gaojian, President of GUPSL; Zhao Jun, Executive Vice Dean of Qiushi College at Zhejiang University; and Wang Huaiyong, Acting Vice President of SWUPL, delivered speeches. They pledged to work alongside other member institutions to contribute to the development of national legal education and to strengthen the Alliance. With these additions, the Alliance has grown from its initial 16 members to 23.

The meeting further reviewed and approved the Alliance's 2025 work plan. It was decided that SWUPL would host the 6th Council Meeting and the associated academic seminar.

On December 7, the "Evolution and Impact of State Security Law: An Interaction Seminar between Mainland, Hong Kong, and Macao Laws" was held at the University of Macao. Over 40 experts and scholars from 18 member institutions across the Mainland, Hong Kong, and Macao participated in the seminar.
