CUPL and ICMA signed the Framework Agreement
On the evening of December 8, 2011, on the Xueyuan Lu (Graduate School) Campus, China University of Political Science
and Law (CUPL) held its first video conference with the International City Management Association (ICMA).
During this meeting, both sides declared the establishment of the China University of Political Science and Law
(CUPL)-International City Management Association (ICMA) China Center. CUPL Vice president Zhang Guilin;
School of Politics and Public administration Dean Chang Baoguo; School of Politics and Public Administration Assistant
Dean Jia Wenhua; Professor Lu Chunlong; ICMA Council Member David Grossman; and, Robert Agee, Judit Deiliger,
Ted Samaras and Ms. Luo Lijun attended the video conference.
Vice president Zhang Guilin addressed the meeting on behalf of CUPL
IMCA American chairperson and international department director David Grossman and IMCA Chinese chairperson
and CUPL vice-president Zhang Guilin addressed the conference attendees. The conference approved the appointments
of CUPL-ICMA China Center director and the director of Chinese side, and set out the working agenda forthe near
future. The Council appointed Luo Lijuan as executive director and Chang Baoguo as the director of the Chinese side.
ICMA International Department leaders toued CUPL
To further promote cooperation between ICMA and CUPL, both sides had consulted with one another for almost two years,
leading to joint scientific research projects, an academic exchange program, and eventually culminating in the
Framework Agreement—signed on October 2010, followed by the Supplement Agreement in 2011.

Following the establishment of the China University of Political Science and Law-Victoria University of Wellington
New Zealand Political Science and Law Research Center in July 2010, CUPL-ICMA China Center became the
second international academic exchange platform founded by the School of Political Science
and Public Administration.
